Following my last update, Julie James MS has agreed to look at working with Gwynedd Council to possibly fund repairs for those people who cannot get remediation or compensation from the contractor nor the guarantor. I am aware of five such cases in Arfon.
I attach a copy of the relevant section of the Cofnod, for your information.
The advice remains to contact the contractor in the first instance to ask them to deal with the problems encountered. Anyone facing difficulties with this should let me know so that I can try to help.
If the contractor has gone bust and you have a warranty from Kinnell (now known as QANW) then contact the guarantor to make a claim:

If the contractor has gone bust and you have an Insurance Backed Guarantee (IBG) from Enterprise Insurance Company that is in your name, then you need to contact me for details of how to make a claim. Enterprise are in Liquidation but we are in touch with the Liquidators regarding IBG claims.

If you are in a situation where a claim cannot be made to the contractor nor to the guarantor, then please contact me as soon as possible.
